Comments from the public on other matters, not appearing on the agenda but within the Board’s subject matter jurisdiction, will be heard during the Public Comment period. G. Koreatown Boundaries* (Jane Usher) -- Recent letter from Koreatown officials agrees on Western Ave. as the historical and current western boundary, but a naming petition filed with the City claims territory as far west as Crenshaw, within the historic and official Greater Wilshire area.
9. Ad Hoc Land Use Committee (James Wolf) (60 mins)

LUC recommended MOTION: That the new committee members be approved.
B. Approval of Hancock Park HPOZ Board Member*
- Jen DeVore (not previously reviewed by NC, but requires NC approval)
C. Appeal of Cell Phone Tower Application – 535 S. Gramercy*
Issue: Original application to put towers on landmarked residential building denied. Applicant appealed. Case held open for input by CHC, GWNC, etc. CHC approved revised installation, based on lack of conflict with federal guidelines. Land Use Committee concerned about precedent of installing visible equipment, no matter how minimal, on historic buildings (e.g. more applicants could place equipment on same building, with further alterations and cumulative effects). Final hearing is Thursday, March 11.
LUC recommended MOTION: That the GWNC oppose the appeal on the basis of historic preservation issues.
D. Cell Phone Tower at 3rd & Irving*
Issue: Cell phone antennas installed on a new utility pole erected in the public right of way. Cell companies have the right to locate equipment on utility poles, but they are beginning to replace traditional poles with their own poles designed for much more major cell wave transmission (which may be the case here). DWP can co-locate its wires on the new poles, which are considerably larger than traditional poles, but their installation falls outside of existing codes, and they can be erected without public notice, hearings or regulation.
LUC recommended action: Hadn’t reached this agenda item when LUC meeting had to end at 11 p.m. Open for GWNC discussion and action.
E. Formation of GWNC policy on Cell Phone Towers*
Issue: With increasing expansion of cell tower locations, issues are being raised about installations on residential buildings, on historic landmarks, and on utility poles (especially new cell-company-constructed poles shared by DWP which are unregulated and not subject to stakeholder review process).
LUC action to date: Formed subcommittee to study issues and eventually recommend policy for GWNC adoption. Seeking board and stakeholder discussion of issues…and new committee members.
F. Yeshiva Torath Emeth Academy – 7002 W. Clinton*
Issue: School occupies five buildings in one-block radius near Clinton & La Brea, housing 1,125 students in a preschool/kindergarten, boys’ elementary school, girls’ elementary school, boys’ middle school and girls’ middle school. Applicant seeking to tear down current preschool facility at corner of Clinton & Sycamore and build new day care/preschool/kindergarten building. Seeking variance for school use in residential-zoned area, as well as modification of height limit. Project will increase preschool building square footage from 3,700 to 8,300 square feet on site, increase size from one to three stories, and increase student population at site from 76 to 120 students. Neighbors oppose application because of current unsolved traffic and congestion problems, as well as school’s history of promising parking and traffic solutions with each building expansion, but not following through, and not providing the parking promised in CUPs for its other buildings (most parking spaces that were constructed were later reclaimed for drop-off zones or play areas). Neighbors have also been seeking a meeting with City Council Member Paul Koretz, who has not been available due to city budget meetings, and are seeking postponement of the March 11 hearing or ruling until they have an opportunity to meet with Mr. Koretz to try to negotiate various mitigations.
LUC recommended MOTION: That the GWNC oppose the application and not consider reviewing it again until the neighborhood has had an opportunity to work through the study and negotiation process with the City Council office and school.
G. Paul Koretz motion on code enforcement*
Issue: City Council Member Paul Koretz has introduced a motion that would increase city code enforcement penalty fees, establish penalty fees for issuance of permits “after the fact,” and establish penalties for code violations, construction without permits and failure to comply with DBS orders. Would appreciate NC support.

H. Paul Koretz motion on digital on-site advertising and signs in CD5*
Issue: City Council Member Paul Koretz has introduced a motion to establish an Interim Control Ordinance to prohibit new digital on-site signage and digital on-site advertising within CD5, until permanent neighborhood-specific regulations are adopted. Would appreciate NC support.
LUC recommended action: Hadn’t reached this agenda item when meeting had to end at 11 p.m. Open for GWNC discussion and action.
I. Dubai/Cordon Bleu – 4653 W. Beverly
Issue: Business operating without liquor CUP, attempting to legalize status as “family restaurant,” but offers no food service and sells liquor only by the bottle. Since last hearing a few months ago, business was closed, but has now re-opened under new name, possibly with new management. Still serving alcohol, but with no new applications or permits. New management doesn’t seem to know anything about permit status.
LUC planned follow-up: Will ask City Council office to check on status of original permit application, along with current or new permits/applications, if any. May urge enforcement if still operating illegally. (Note: Found out on March 4 original application is being withdrawn.)
J. Potential new preschool – Van Ness & Elmwood
Issue: Stakeholder seeking to purchase building to open new preschool for 30-40 students. Has begun neighborhood contact process, but won’t submit CUP application until property purchase finalized. Seeking input on neighborhood concerns, such as traffic and parking. Committee members advised stakeholder to contact adjacent neighborhood associations as well as immediate radius neighbors.
LUC planned follow-up: Will invite stakeholder back to report on progress and more detailed plans at a future date.

1. Larchmont Bungalow – 107 N. Larchmont (Patty Lombard) – Criminal lawsuit filed by City Attorney’s office for failing to comply with a city agency, providing false information to a city agency and continuing to operate without a certificate of occupancy
2. 303 S. Highland (Mary Rajswing) – Appeal denied; religious use of residential-zoned property not allowed
3. Mobil Station – Beverly & Western (Henrietta Cosentino) – CUP application for off-site liquor sales denied
4. Mozza To Go – 6610 W. Melrose – Off-site liquor CUP application withdrawn, CUP application filed for on-site liquor sales
5. Bricks & Scones – 403 N. Larchmont (Liz Fuller) – Applicant in process of contacting neighbors for support of beer/wine liquor CUP application; LVNA voted to support
6. Medical Marijuana Disepnsaries – City Council passed permanent control ordinance; first lawsuit filed challenging legality of ordinance
